PASDO’s Construction and Equipping of Medical Facility Project is a capital-intensive initiative aimed at bridging this gap by constructing essential healthcare structures such as maternity wards, rural health outposts, or fully equipped health centers. Each facility is tailored to meet the unique health needs of its host community and may either be developed as a standalone establishment or integrated into an existing hospital.

With an estimated cost of $150,000, this project covers the construction, interior outfitting, medical equipment procurement, solar power installation for uninterrupted energy supply, clean water provision, and basic furnishing to ensure smooth operation upon commissioning

Project Timeline and Execution

PASDO’s medical facility projects are executed within a clear and efficient timeline. Once the full funding is received and preliminary assessments are completed, most medical facility projects are fully constructed and operational within six (6) months – one (1) year, barring any unforeseen circumstances.

The project execution process begins with a transparent bidding and vendor selection process, where we invite certified and experienced vendors to submit proposals for the various components of the project. Our internal team, which includes engineers with solid technical expertise, reviews all bids thoroughly to ensure the most competent and qualified vendors are selected.

PASDO works hand-in-hand with these vendors throughout the project lifespan, maintaining close supervision and ensuring that every detail meets our rigorous quality standards.

We also engage the local community early on to secure buy-in and create a shared sense of responsibility for the project’s success.

Ownership and Management

To ensure long-term success and minimize risks associated with local disputes or mismanagement, PASDO retains ownership of the medical facility. This strategic decision is based on lessons learned from other development projects that failed after being handed over entirely to local communities or individuals.

While PASDO retains ownership, we establish a collaborative management model by working closely with trusted local representatives. These may include village heads, community development officers, or respected residents. For each project, a local committee may be formed and trained on how to:

  • Oversee daily usage and fairness of facility access

  • Enforce health protocols and ensure hygiene and cleanliness around the facility

  • Monitor functionality and report any issues promptly

  • Support the collection and management of small user fees (where applicable)

PASDO continues to monitor and support these local teams even after project completion, conducting periodic assessments and offering technical or administrative help as needed.

Sustainability

Sustainability is at the heart of PASDO’s development philosophy.

We adopt a multi-pronged approach to ensure that each project continues to serve the community effectively for many years. Some of our approach includes:

  • Hiring competent vendors and companies with proven track records that ensure high-quality execution and long-term durability. Some of these vendors offer warranties on their workmanship, which adds another layer of reliability.

  • Prioritizing equipment that comes with manufacturer’s warranty. This reduces long-term repair costs and ensures that any equipment failure within the warranty period is addressed promptly, often at no additional cost.

  • Considering security of the project site. We assess potential risks and avoid areas with known high crime or conflict levels. In every location where a project is executed, PASDO works with local authorities to promote community participation and protection of the asset.

  • To fund ongoing maintenance and repairs, PASDO may introduce a minimal, affordable fee for access. These fees are not for profit but are used solely for maintenance, repair, and management. The amount is kept very low and adjusted to the community’s economic reality.

  • In situations where maintenance needs exceed the revenue generated from user fees, PASDO may step in to cover costs from its internal operational budget, ensuring the facility remains functional and continues to serve the community.

Our Commitment to Accountability and Optional Third-Party Oversight

PASDO holds donor trust in the highest regard.

We document every stage of project implementation and provide:

  • Regular progress updates

  • Photos and videos

  • Final reports and community appreciation messages

For donors who desire third-party oversight, PASDO offers the option of using EscrowLock’s PRODAS (Project Delivery Assurance Service) for an additional fee of about 10%.

This system offers:

  • Funds management through EscrowLock, so donor sends all the funds to EscrowLock instead of us.

  • Milestone-based release of funds to PASDO, so EscrowLock releases the funds to us in batches, with each batch expected to fund the project to a certain level.

  • On-ground verification before each stage disbursement, so EscrowLock’s team visits project site to ensure that previous batch of funds released have been satisfactorily used before releasing the next.

  • Full transparency for the donor

This provides an additional layer of accountability, especially for first-time or high-value donors.

Can I dedicate the medical facility to a loved one or a cause?

Yes. You can name the medical facility in memory of a loved one, in your name, your family’s name, or your organization’s. A plaque bearing your dedication will be installed at the site.

How will I know my donation was used correctly?

You’ll receive regular updates, photos, and a final report with documentation. For added assurance, you can opt to use EscrowLock for independent oversight.

Can I visit the community where my medical facility was constructed?

Yes. Sponsors are encouraged to visit and may attend the commissioning ceremony. Our team will assist in organizing your visit.

What happens if something breaks or the facility needs repairs later?

PASDO plans for long-term maintenance. Community members contribute a small access fee to support repair costs. PASDO also stays engaged to ensure sustainability.

Can I sponsor only part of the project?

PASDO encourages full project sponsorship to ensure timely and complete execution. However, if you’re unable to fund the entire project, you can still make a meaningful impact by donating to our Medical Intervention Fund to help support critical healthcare interventions to those in need. 

Please note: Partial sponsorships do not come with naming rights. Only full sponsors or co-sponsors of a complete project are eligible to name the project.

Can a group of people co-sponsor a project?

Yes. Friends, families, alumni groups, religious bodies, or professional networks can pool funds together to fully sponsor a project. The group may choose any suitable name for the project, such as honoring a late loved one, celebrating a milestone, or promoting a shared cause. The name agreed upon by the group will be visibly displayed at the project site.

Can organizations or companies sponsor a project?

Absolutely. Corporate bodies, government institutions, and nonprofit organizations are welcome to sponsor projects through PASDO. These sponsorships may be part of their corporate social responsibility (CSR), philanthropic mission, or development agenda. PASDO will ensure the sponsor receives full visibility and proper recognition at the project site and in related communications, where appropriate.

What happens if the actual cost of the project during execution exceeds the donation?

The proposed project cost is based on our most recent market survey and reflects a realistic estimate of what is required fund the project.

However, due to potential fluctuations in the cost of building materials, labor, equipment, and currency exchange, the actual cost may slightly increase by the time the funds are received and implementation begins.

If a shortfall occurs, PASDO will:

  • Carefully adjust the project plan based on current market realities while maintaining core project goals.

  • Cover the additional cost from its own organizational budget, except the donor prefers to cover the additional cost. 

This approach ensures that the donor’s initial contribution still leads to successful project execution and the intended impact.

What happens if the donated amount is more than what is eventually required to complete the project?

If, after final budgeting and implementation, the total cost of the project is less than the donated amount, PASDO will promptly notify the donor with a full breakdown of expenses and the amount remaining.

Depending on the donor’s preference, the surplus may:

  1. Be returned to the donor,

  2. Be used to further enhance the facility—such as equipping additional wards or expanding services,

  3. Be reserved to fund future repairs, medical restocking, or operational needs of the same facility.

Donors are given the opportunity to decide how surplus funds should be handled, and PASDO ensures full transparency and respect for their wishes.
